DANUBE PORTS NETWORK - PROJECT PROGRESS OVERVIEW

The DAPhNE project which facilitates the further development of Danube ports as environmentally-friendly, easily accessible, multimodal hubs for regional transport and logistics has been consolidating the Danube Ports Network in the past ten months. Officially started on 1 January 2017, the DAPhNE consortium consisting of public authorities, port administrations, universities, consulting companies and NGOs from 9 Danube States is making important steps towards the achievement of the project goals: know-how exchange among the ports of the region, inter-sectoral and transnational cooperation and innovative approaches to port administration and port management.  

Important progress has been recorded in the content-related project activities which touch on topics such as port legislation & funding, port administration & management, port development as well as port strategy & port network formation. Details about the progress made in these areas are summarized in the following articles of this newsletter.

PORT LEGISLATION AND FUNDING

To properly tackle the matter of port legislation and funding, the consortium has focused on identifying the national experts in this field. As a result of the investigations carried out, national databases were created in six of the Danube riparian countries represented in the consortium (AT, SK, HU, RO, BG, HR).The experts selected come from various organizations like ministries, port administrations, port operators, regional and local administrative units that are responsible for enforcing rules and regulations in this field and for managing ports. PORT ADMINISTRATION AND MANAGEMENT

In terms of port administration and management, the DAPhNE consortium focuses on the analysis of procedures applied by port authorities / administration to vessel and terminal operators as well as to other users of port infrastructure and services. In this regard, the project partners have elaborated a survey to help them collect the input from port owners/public port managers and from port users so as to determine what aspects need to be simplified, modified and eliminated to increase efficiency and to reduce the red tape in connection to port administration processes. PORT DEVELOPMENT

When it comes to port development, the DAPhNE consortium managed to elaborate a report dedicated to the status of port infrastructure along the Danube River which provides a comprehensive image of the traffic volumes, the new port projects, the infrastructure gap analysis, new markets and potential port users. The document focuses on selected ports along the TEN-T core network on the Danube and will be available for consultation to the general public at the end of the year on the project website. PORT STRATEGY AND NETWORK

To help jump start the collaboration of port community and help put the basis of the Danube Ports Network, the consortium has planned two major events in 2017. So far, the first Port Info Day was organized on 11 May 2017 at the Munich Logistics Fair, where it was held at the stand of the Austrian Danube Ports. There were more than 40 participants at the event including 14 of the DAPhNE partners. The Danube Ports Info Day facilitated a structured discussion on port development opportunities touching on topics such as port infrastructure, PPPs for port investments and innovation & new markets in the Danube Region.  Read more
